Call options do not display when recieving call iOS6.

I have an iPhone 5 running iOS 6 and when I recieve an incoming call I am expecting to see the telephone icon that I can slide up for additional call options like "reply with text". My problem is that I do not see the telephone icon when I get incoming calls, all that I see is the same old slide to answer slider that I am used to seeing in older iOS versions. No additional call options come up for me when I get an incoming call. I have played around in settings and even tried setting my custom responses but still do not see the additional call options. Is this a bug? Why does my phone seem to be the only one that does not have these additonal call options? What can I do to fix this?
