Q: Managing Applications

Is there any way to automatically shut down an application when it is closed?  I think there needs to be a setting for this.  I hate having to manually shut down 20 or 30 apps, some of which I could swear I never started.

Most of the apps in the Recently Used tray are just that, recently used. They are not doing anything. They are not running down your battery or slowing down your phone. There are very few apps that actually run in the background. Apps that play music in the background and navigation apps are examples of ones that do. You really don't need to spend time closing out apps in that were recently used.

In all the years I've owned an iPhone I've almost never found it necessary to 'manage' my applications. IOS shuts down applications when additional memory is needed and does a good job at it. The only time you might want to manually shut down an app is when you thnk it might be causing excessive battery drain or data usage or if it is otherwise misbehaving. For me that happens a couple times a year (and when I'm testing out the new OS).

Honestly, I believe you are overthinking your phone use.
