Q: LED BLINKS FAST-SLOW-FAST

A power cut in our area meant that I took my Macbook Pro elsewhere to work.  When I returned and reconnected it to my Cinema Display I was unable to get a picture.  Other posts seem to suggest that the blinking LED indicates a failed 90W power adapter and that it is not uncommon.  If this is true I am shocked to find that Apple supply the display and its power supply without a warning that this can happen and advice on how to avoid it.  I have checked the User's Guide and verified that there is no such warning and there is no mention of it on the Apple support page for displays. Before I spend money on a replacement can anyone confirm that there is no reset procedure that retrieves the function? I also need to know if the display itself is likely to be affected and whether Apple can be held responsible for supplying equipment that cannot handle something as common as a power supply interruption.
