Itunes Match and Photo Share not working

Since upgrading to new ios software I am no longer able to connect at all to photo stream. Also, when I try to turn on itunes match, its spinning as if its downloading my music,but its telling me that I have no music in my library. But, my itunes match works on every other device...etc computer iphone. I tried to do a system restore, but I keep getting a message saying updated was not successful. Is anyone else having this problem?
