Not without unofficial means but it really isn't worth it to do so.

No. Siri is available on the iPhone 4s, and the newest iPhone, iPad, and iPod Touch only.
Unfortunately no. Only available on the new iPad, iPhone 4s,5 and iPod Touch 5th gen. Its because of the A5,A5X and A6 chip which allows Siri to be possible.
