Q: Sync songs purchases on my iTunes account on PC to my ipad

Why can't I see songs on my itunes account that i purchased on my pc on my ipad? I can't get them to sync.

iPad (3rd gen) Wi-Fi, iOS 6

I connected my ipad to my PC and it didn't even recognize it. I am not sure if it's because the Ipad is on the latest version of Itunes and my PC is not? I can't seem to get my PC to update to the latest version on Itunes.

I also tried to sign onto Itunes on my Ipad and it doesn't show anything under purchases.
