Terms and conditions circle

I was trying to download an app and it wouldn't let me until I agree to terms and conditions... I agree and try to install the app again but the same thing happens! It also happens when I try to buy a song on iTunes! What should I do?

The iTunes store is down, currently. It will be back up soon, hopefully. It is happening to everyone.
