Anyone else having problems with App Store and it asking for you to accept terms and conditions

Every time I try to use the App Store for updates or to download new apps, it asks me to accept new terms and conditions. I "accept" and it tells me to re-attempt download. When I try to do so! It brings up the box saying I need to accept the new terms and conditions. This loop continues indefinitely on all my Apple products.
