Does iPad/apple block access to some websites without my permission?

Hi Georoland85. mobile.nomodui.com is served by the same IP (192.185.170.97) as www.nomodui.com, which is not blocked. So I suspect that the server is refusing to respond, rather than Apple blocking this specific URL.

At the bottom of these pages is a "Contact Us" link.

By the way, I get the same response (This site can't be reached) using Chrome on my Android tablet. Do you think it may require a cell connection?

There is in fact no native ability in iOS to block specific web sites. All you can do is turn off Safari completely.

As the others have suggested, either those sites are not compatible with the browser in iOS (being based on Flash or Java, or using Microsoft-proprietary components that work only in Internet Explorer, for instance), or your Internet connection is blocking the sites.

Those website that requires Flash. Certain site can also be blocked by Restriction settings on iPad.

Nothing to do with permission.

Provide us an example of a site you think is being blocked by Apple.

It appears that site is a .net site so I suspect it is coded with Microsoft unique items such as dhtml, silverlight, etc. iPads can not handle sites coded specifically for use by Internet Explorer.
