Need to update carrier settings, but how?
When I click on general, there isn't an option to click "network" whys this?

Depending on the Carrier the APN Settings are hidden as they are already set in the iPhone/iPad. Saying that there are a number of Carriers which are virtual carriers of Official Carrier which need different APN Settings or you are on a plan which needs different APN Settings than built into the iPhone.
You can use the iPhone Enterprise Configuration Tool or use http://www.unlockit.co.nz to change the APN Settings.
