iTunes: How to move [or copy] your music to a new computer [or another drive] - http://support.apple.com/kb/HT4527

Quick answer if you use iTunes' default preferences settings:  Copy the entire iTunes folder (and in doing so all its subfolders and files) intact to the other drive.  Open iTunes and immediately hold down the Option (alt) key (shift on Windows), then guide it to the new location of the library.

I suggest you use -> Windows Migration Assistant to get all yourdata from PC to your Mac. Don 't simply transfer only iTunes.

The best way I found is to use Home Sharing in iTunes. Turn on Home Sharing on both the PC and the Mac. Be sure to sign in with the same Apple ID on both computers. Once you have Home Sharing on then you can see the PC music in iTunes on the Mac. At this point it is a simple drag and drop. Drag the music you want from the PC and drop it in iTunes on the Mac.

    Hope this helps.

That only gets the media, not the library which includes the playlists, and all other data in the library.

The "best" way is to copy the entire /Music/iTunes folder from one computer to the other.

Or use Migration Assistant to get all user data.
