why are my pictures coming out dark even with the
flash on.

there are quite a few threads about this. A soft reset can fix it temporarily but it seems we'll need a software update to fix it for good.
Happened to me this evening
When you're taking a picture in low light, I've found it useful to tilt the phone up and down around the image area a bit before taking the picture. While taking a picture last night, I was tilting it around to try to get a better angle, and suddenly the picture brightness jumped considerably, as if the sensor that detected the amount of light suddenly decided, "Oh! It's dark!" I took the pic and it looked great. Trying the same thing again later, I found I had to rock it around a bit and then the extra brightness kicked in. Go figure.
"Tilt around" time took about 5-10 seconds until the brightness of the photo kicked-up.
My iphone 5 camera is also working very poorly. Flash does not fire with photo, and photo is dark.
