My ipad was stolen 6 days ago and they must have immediately turned off the location bec I have never been able to see it with find a phone. It has ATT data service, do you know if usage of the att data can be tracked to see if it has been used or where?

If you synched your iPad to your computer at any time, launch iTunes, go to the Preferences, select Devices, and hover your cursor over the backup file for the iPad. That should show you the serial number.

For your question about AT&T, they might be able to track usage or location, but they will not do so from any request from a private citizen. In most countries, only with a request from the police in a life-or-death situation or with a court order will a cell company provide usage or tracking information unless tracking is a standard feature of the service, something which some carriers offer for cellphones but is not from AT&T for the iPad, unless I've missed something.

As to your profile, I doubt very much that Apple support could restore it.

Regards.
