I downloaded a free app, magic puzzles and paid for the ads to be removed, however magic puzzle failed so I deleted it from my iPad and downloaded it again, now Inhave ads again. Do I have to pay again for removing ads?

I'd say you shouldn't but it's something you need to take up with the app developer. Seems they aren't tracking in app purchases, which is how that ad removal likely was logged.
If you try to contact them and don't get a fair result you can always open a ticket with iTunes themselves, just in case the game developer isn't quite playing by the rules.
hanks Skydiver, this helped me, I now need to get in touch with someone, and sort it. at least it seems as though I may be able to, if not I will be careful in future how I handle errors on apps. thanks
