I have tried to open the iCloud TOS on two iOS devices, and the TOS do not come up, and I still have this problem. Is there any other available resolution? Also, since the update, my Apple TV has taken a severe dive in performance. It's slow to respond, got stuck on the opening splash screen with no response from the iPad or iPhone.
