They are no always on, they cannot be software disabled, but there are companies that will remove them for a fee.
Yes, you can disable it in Settings > General > Restrictions : ON > Camera : OFF
Yes, that turns it off, but actually does not disable it since it can be turned on. If the OP is asking regarding a security issue at their workplace the Restrictions won't be enough.
Restriction needs passcode so if OP doesn't want someone (maybe kids) to snap photo.
I do not see OP mentioning anything about security.
