Well, it appears that you can do this by hacking your system. You need to edit the file:
/System/Library/PreferencePanes/DateAndTime.prefPane/Contents/Resources/TimeZon e.prefPane/Contents/Resources/all
citiesadj.plist
In that file, add the following record:

<string>-0.453758</string>
<string>-90.265914</string>
<string>5</string>
<string>Pacific/Galapagos</string>
<string></string>
<string>Galapagos</string>
<string>Ecuador</string>
</array>
This will enable the Galapagos time zone on your system. As always, editing files in /System should be done very carefully, and backups should be made. You could hose your system.
