Why icloud doesn't backup my docs dmg.txt if they're on iPad already?

Maybe thre's a limit? Is 500 MB too much? .txt is excluded from backup? I access them via iCloud.com, are they just there uploaded? What about a restore via iCloud, can I lose these files? And if a thief delete these docs in Pages app, am I lost?
