No, of course not. For one thing, you pay Apple when you file an accidental damage claim, they do not pay you. And why would an insurance premium or fee have anything to do with buying a new product?
Also, Applecare+ applies to the registered device you bought it with, not to another one nor can it be transferred to another device.
That's like me asking a car dealer if I could use my unused $1000 deductible forgiveness rebate on my car insurance to put towards purchasing a new car.
