iPhone 4s does not use 3G.

The 3G signal shows as connected but doesn't download anything. If I reset the phone and just use it, then the 3G works, as soon as I restore from back up, it stops working again. This happened with iOS5 and still does with iOS6. Could one of my apps be causing an issue, I don't believe I have anything strange or quirky on there.

Any solutions would be really helpful, thank you.
