IF I TURN ON ANOTHER ICLOUD INTO MY PHONE WILL ALL MY INFO GO TO THERE PHONE OR WILL IT ONLY BE THERE INFO COMING TO MY OHONE

Not sure what you are asking, but if you delete your existing iCloud account from your phone any data such as contacts and calendars that you are syncing with that account will be removed from your phone. If you want to keep your data and move it to a different iCloud account you need to go to Settings>iCloud and turn all data that are syncing with iCloud (contacts, calendars, etc.) to Off. When prompted choose to keep the data on the iPhone. After everything is turned off, scroll to the bottom and tap Delete Account. Next, set up your new iCloud account on your phone using a different Apple ID, then turn iCloud data syncing for contacts, etc. back to On. When prompted, choose Merge. This will upload the data to this new account.
