Still receiving the message "there is no sim card installed in the iphone you are attempting to activate"

I did all the required above no sim card installed.... and I am still receiving the same error! Any words of wisdom?

iPhone 3GS, had iOS 4,went to iOS 6

downgrade your baseband to 5.16

Try a reset. Hold down Power and Home button until Apple logo appears.

If this not work remove and put back again your SIM.
