Not getting prompted to Accept Terms of Service on my iPad. Pls email me at cdfraser@me.com

I can't view my Photostream on my AppleTV since the last update. I've followed the instructions to go to settings, iCloud on my iPad and Accept the terms of Service, but it doesn't pop up and prompt me.

I resolved the issue by going to my MAC, and signing off iTUNES Store. Then I changed the country from Canada to United States. I then hit save...... I then changed it back to Canada and logged back on to iTUNES with my Apple ID. I could then go to my Apple TV and the PhotoStream was available to load.
