Notification Center on ios 6 on iPhone 4s not swiping down

I have an iPhone 4s which I recently updated to ios 6. After the update the notification center won't show up whenever I swipe down from the top of the screen. I did notice however, that if a I'm in an app and I'm in landscape mode then I can swipe down from the 'top' (the side in portrait mode) and the notification will show up. I called Apple and they had me reset it and restore it. I did both but it still won't work. It worked perfectly with ios 5.1 so I don't think it's the phone. Any ideas?
