iphone 4s calendar not syncing to ipad via icloud

I have turned off icloud calendars on both devices then I have reset them both and turned back on icloud calendars, numerous times, yet still my calendar entries do not show up on my iPad.

I have both devices set to show "all events"

This is a recent problem. It has not been a problem before a few weeks ago.

I have an ipad 1 and iphone 4s
