Gifting you can't do it from iOS device

So how are education providers in the UK to comply with Apple regulations when purchasing an app for multiple devices? In the absence of the bulk APP purchase that is only available if you are American for some unknown reason, how do you pay for an APP more than once on your device efficiently?
