On a mac, the only way to get photos to icloud is via photo stream, but that just for sycing photos between devices. The photos only stay on icloud for 30 days and up to a max of 1,000 pix.

iCloud: Backup and restore overview
The following items are not backed up to iCloud. You can sync these items with a computer using iTunes:
- Music, movies and TV shows not purchased from the iTunes Store
- Podcasts and audio books
- Photos that were originally synced from your computer
So the iCloud backup will contain all images in the camera roll, but not albums originally synched from your computer. To store and backup photos on your mobile devices add them to the Camera Roll.
