what to do if purchased app is no longer available

I purchased 'Lal Kitab' app (as book costing €9.99) early this year when it was independent app and now the same book has been removed from that category of apps instead made part of books under iBook app and I need to pay €3.99 again for the same book. Its not fair, iTune! Can any one help what to do now?
