Can notes be sorted alphabetically or numerically and if so how?
iPhone 4, iOS 6
They are sorted by date modified, so, you'd have to modify them to change the sort order.

I realize they are sorted by date or date modified.
I would like to know if they can be sorted alphatically and if so how can they be sorted alphabetically.
If the answer is NO; they can not be sorted alphabetically, then can someone recommend an app which can act like Notes and be sorted alphabetically?

Only if you do so manually by first alerting the modified date.
There are may "Notes" apps in the app store, don't use any so can't recommend one.
Have you noticed how snotty iPhone users are in their replies? This lack of a reasonable feature is just another in a long list of reasons to buy Android.

Can't say I have.
I happen to be a captive iphud user not by choice, but by corporate dictate. Unless you're a teenage who uses his devise for texting, Facebook, or Twitter, they are pretty much Stone Age in their capability for business applications.

Thank you for enlightening me! I will now give up the iPhone I've been using for business for the last 4 years and go buy something more suitable. It seemed as if it was working so well for business. But I must have been mistaken about how productive I've been.Yikes! I sure hope my boss doesn't find out! She may take back that bonus she gave me.
Well, for you you clearly have a inferior phone. Before I retired my work phone was a 4s and it worked beautifully. Perhaps you don't know how to use it. As this is a user to user technical support site do you have a technical problem to solve so you can go back to work? What reasonable feature is missing?
Finally, we can do it. I don't know when the feature became available, but I'm running OS X El Capitan 10.11.6
On iPhone 6: Settings > Notes > Sort Notes By > Title
