3gs battery and lightning symbol

I've been given a 3gs as it wasn't working and I am trying to work out the issue.

When plugged in to charge I get a battery symbol on the screen with a lightning bolt underneath. The battery is showing as very low, just one tiny bar of red is visible.

I am not sure if this means that it is charging or that it needs charging or if it is another issue altogether

Can anyone help?
