If it has, move it back, then download the combo update
http://support.apple.com/kb/dl1399
and apply it. The update downloads (it's big, 1 GB) as a .dmg file, which then should be opened and an updater is there which you run to apply the updates.
Running this comb updater may fix your problem even if Mail is still where it should have been.
After running the combo update, run software update again to see if any updates remain to do.
