iPad photos
Under settings my iPad 3 tells me I have about 1450 photos. But when you open the photo app then the albums I see only continue about 250 photos. ICloud is switched off.
Does album artwork count as photos?

Everything what's saved in Photos counts as photos. And if you have one photo in many albums, it counts few times.
