Have you tried each and every suggestion in this Apple support document?

    iPod won't turn on

Keep in mind that it can take up to thirty minutes of charging at minimum for the iPod to show any signs of life when plugged in and charging after a dead battery.

Apple can still look at these at the Genius Bar, but be prepared to pay for the repair since it's out of warrenty and due to it being a model that's been replaced by four more. It could be a number of things, including the battery. Make sure your cord is still functioning to begin with, as you could just need to replace it with a new one.
