My iPad all of a sudden will not let me swipe or scroll. It highlights now and I have to double click on thing I want open. Any suggestions on how to get back to swiping and scrolling

I would try a reset (hold the home and power buttons down until the Apple logo appears).

It appears as though you have Voice Over enabled in Accessibilty. This is copied from a King Penguin post.
You need to use 3 fingers to scroll, and a 'tap-to-select and then double-tap to activate/type process'. You can also turn VoiceOver off it by connecting to your computer's iTunes : http://support.apple.com/kb/HT4064
