my new i pod shuffle 2nd generation did not turning on after charging.In on possition no lights are blinking. please send me feed back.I have already copied songs in it.

Do the blinking indicators match up with any of those listed in this Apple support document?

when conected to pc the orange light is blinking.After some time it turns to green(fully charged). when remove from dock to listen music no lights are blinking in any position (when "on" or "pause" etc).

What if you try resetting the iPod?
Resetting iPod shuffle

If no luck, there, then do a full restore in iTunes.
Restoring iPod shuffle to factory settings

How old is the device? It could simply be that the battery is completely shot and in need of replacement.
