Why does menubar disappear upon starting up?

My menubar has started disappeating upon startup. Only when I hit Safari's icon in the dock does it reappear. If I don't, the upper part of the screen remains without the menubar. I was wondering if anyone had a fix it for this. Already tried repairing permissions repeately. Thank you!
