Terms and Conditions not able to accept on Apple TV

I followed apples instructions to accept updated terms and condidtions after installing update, and they did not work and I still cannot sign on to photo stream. Terms and conditions do not come up on two separate iOS devices. Very frustrating when simple instructions do not work. Thanks for any help.
