Has anyone else found that Do Not Disturb doesn't work as advertised?

I heard that there were a few problems with ios6 and so deferred installing it until the bugs were worked out. Then in a weak moment I caved. When I saw that there was a "Do Not Disturb" feature I decided that losing Google maps was worth the trade. There are these &^%$#@'s in New Jersey that keep calling my cell even though I enrolled on National Do Not Call the first day cell phone were elible and submitted the offenders number faithfully.

At last I thought I'll set do not disturb to only allow calls from my contacts list and peace will return. Then tonight my hopes were dashed. A call from the toll booth, er Garden State.

Anybody else tried the thing successfully?
