Find Friends App only notifying through email...

When I first used the Notify feature for when a friend left a location, I got a notification banner and it showed up in my notification center. However, the last few times I used it, it only notifies my by sending me an email. I checked my setting and all notifications are turned on for the App. Anyone else having this issue?
