Have you tried restoring fom a backup? You may have a photo in the saved album of the photos app that is corrupt and if you have a backp that predates some of the saved photos - that may fix the issue,

You could also try unsyncing all photos from the iPad and then see if you can open the app again. If you can open the app - you can try adding the photos in stages until the app will not open again. Then you can pretty much assume that the last imported photos are the ones that are causing the problems.

You can read this about restoring from a backup.

How do I unsynch photos?

This will only work if the photos were synced from iTunes. It will NOT remove the photos from iTunes on your computer, but it will remove them from the device. The point in trying this is to see if you remove the synced photos, will the photos app open again and if it does ... You can assume that one or more of the synced photos may be corrupt and causing the problem.

This is how you would do it.

Connect the iPad to the computer and launch iTunes.

Click on the iPad name on the left side under devices.

Click on the Photos Tab on the right.

Unselect the "Sync Photos From" heading (remove the checkmark from the box)

Click on Apply in the lower right corner of iTunes

This will remove the photos from the iPad but the photos will still be on your computer. It's just a suggestion and it won't hurt to try it. You can always sync the photos back to the iPad again. But .... You would want to sync them back a few at a time until you find the photo or photos that are causing the problems.

However, like I said above, this is only worth a try if the photos were synced to the iPad. If you only have photos that you shot with the camera or that you saved from emails or websites, this will not work at all. So .... Do you have synced photos on the iPad?

Well that is a problem then. If one or more of the photos is corrupt, and you can open the photos app, - there is no way to delete the photos. However, I could be totally wrong about corrupt photos causing the problem, but it does seem like a logical assumption to me.

Do you not sync and backup with iTunes and therefore restoring from a backup is not an option? Did you backup with iCloud? You can restore from an iCloud backup as well. But the problem with that is that the Saved Photos are stored in the backup and you may simply be restoring corrupt photos back onto the iPad if you try restoring from a backup.

Short of restoring the iPad software, I can think of two more things that you can try - reset all settings on the iPad. Settings>General>Reset>Reset All Settings. If you decide to do this .... You will have to enter all of your app preferences and device settings again.

The other thought is to close All Apps - restart the iPad - and then see if the photos app will open.

EDIT - just had another thought or two - try taking another photo or shoot a short video and see if you can open the photos app from the camera app. Or - quit all apps that relate to the photos and camera apps - restart the iPad - and then try again.
