How do I effectively share files between users?

I'm trying to share files between users on the same iMac, however new additions to folders are not showing up in other user accounts. Any tips on how to set up a sharing environment between users?

Also - once I can set up basic sharing of documents - I'd like to be able to merge iTunes and iPhotos libraries between users. Is this possible?
