My 16 GB iPhone 4 is jammed with "other."
Audio is 7.1 GB, Photos has 0.15 GB, Apps has 1.24 GB, Books, 0.01 GB and Other fills 4.7 GB of space.
How do I get rid of "Other" so I can download more songs, app updates and maybe IOS 6?

Restore your device. First from backup; if that doesn't work, then restore as a new device.

Hmmm. Even though the phone is backed up, I'm not given the option to restore from the backup... only factory settings, according to instructions on my MBP (the iPhone is connected to the laptop).
Should I be looking elsewhere for the restore from backup option?

You will have to go to settings - general - reset - erase all contents and settings - once that is finish it will give you an option to set up as new or from itunes or icloud backup.

your ALWAYS gonna have some other, if its a large amount its usually do to a bad download, but ive never seen a iproduct without at least a sliver of other....
also have downloaded any movies or larger files lately
Nope. No TV shows, no movie downloads. Just a 2300 songs, a hundred photos or so and some basic apps (no games or huge-capacity apps).
The restore is now slated to take another 68 minutes, so I'll have a better idea what to expect then.
At the moment, however, "Other" is still showing up as 3.6 GB.
Is that likely to shrink when the new OS is finally downloaded?

Well, the synch is finally finished and "other" still takes up 4 GB of space.
Should I just restore the phone to factory settings, without any apps, and rebuild the phone from there to recover some of that 4 GB?
I think so ... but first, make sure you have everything you need to "rebuild the phone from there".
