On a boat and half of the mustash is washed out,. Could you take a patch from the other side and flip it or would there be an easier was to burn it in?

Cou can take a patch from the other side and rotate it (-180° -+180°) with the "Spot&Patch" Adjustment, but that will not mirror/flip it.
It might be easier to use the brushes to sharpen the contours and to darken the patch with the level sliders, if the "Burn" brush does not suffice. You also might try to brush in more "Definition".
