I have just bought an ipad 3rd gen and a iphone5 what I want to know is can I print from anywhere in the state using my Hp air printer that will be at home base over a cellular network as I will be too far awy to connect to my wifi router

No. The AirPrint-enabled printer must be connected to the same home Wi-Fi network as the iOS device.

wj gave you the correct answer and reference to the AirPrint knowledge base article...what you are trying to do would require the capability to do a remote login to a computer on your home network, then via that remote connection print from the computer to the HP AirPrint enabled printer. As said, that requires a compter to login to since you cannot do a remote login TO an iDevice. You would have to have the security of your router setup to permit remote logins, which can be done but is not for the faint of heart to attempt to do...most consumer-grade routers are difficult to setup that way while maintaining adequate security.
So, again, wj is right on target.
