USB Mouse settings via Workgroup Manager

We have Apple USB wired mice and want to be able to deliver a faster tracking speed and enable secondary click automatically.

Setting are delivered via Workgroup Manager, however we have tried importing plists etc but cant get the settings to deliver

Is there a way to do this?
