My ipad opens up OK, but when i open an app, the display turns upside down (rotates 180 degrees) and after that will not rotate at all.

Some Apps only work in one orientation and disable screen rotation while being used.
What App are you talking about?
My apologies to the apple community. This was my first post, and after I submitted it, noticed there were amply discussion threads to answer my problem. I just needed to click the home button twice, scroll to the left, and click the lock button to toggle it off. Thanks!!
all the apps designed for landscape will work on both sides in landscape and if portrait will work both side,
If the app is not responding properly,close all the apps and switch off the iPad ,and switch on after 2 minutes,
This should fix the problem.
