There are so many reasons why this is bad, Apple needs to listen to parents on this matter.
I have submitted my complaint to Apple

Sep 25, 2013 12:14 PM in response to carmenolby ChrisJ4203,I'm not sure what to say. Neither one of us has had a problem since we both updated the Background App Refresh. I forced closed the app, had my son do the same thing and it works. We both closed the app last night and I checked in this morning and it is still working fine, I'm sorry you cannot get it working. I have no other suggestions.

Even the in app help says the following: If Background App Refresh is turned on, but you quit Find My Friends via the multitasking interface, location updates won't be sent to your friends until you open the app again.
This is a change from the older Find My Friends. This the way Apple has it set up now. The location will NOT be updated if the app is completely quit. It must be RUNNING in the background.

Sep 25, 2013 6:06 PM in response to patriciafromsimi valleyby lb2m,The only reason this works it because the contact gets the nofication, it opens the app and sends you their location after you accept it. It never updated again for me for anyone I tried to readd, even if they left the app running in the background. For some reason this only is an issue with people on the 5 and 5s, I can still see people on iOS 7 with a 4's and 4s.
I bet Apple has caused a lot of unwarranted stress between kids and their parents, and relationships for people being accused of "hiding" with this failure.

And @Ib2m, we do not have Find My Friends set up for Notifications, so that would not apply to us. I just checked and it located my son within a minute.,

Sep 25, 2013 6:52 PM in response to Roseann913by Mr Lewis,Try this , Open find My Friends , Click on the Me option on the bottom, then choose account at the top. Under Active device pick the correct device , it should say XYZ's iphone ( this device)
