Q: How to unlocked an "unlocked iphone" bought in applestore

I bought my iphone unlocked in an applestore US, then I brought it to Mexico and I started to use my iphone with the Carrier Telcel, now I´ve decided to change my carrier, but it doesn´t recognize the iusacell SIM card, it looks like the iphone were locked to Telcel (carrier) BUT I insist I bought my iphone unlocked

iPhone 4S, iOS 6

you must contact your carrier only your carrier can unlock it

If you are sure the iPhone was unlocked and if it works with Telcel that suggests it was
then as Iusacell are an approved Apple carrier it should work ,try another sim
Where exactly did you buy in US
