I have a problem to upgrate my iPhoto and iMovie

Apple store keep telling me to sign in to upgrade. One of the support online said to delate and reinstall, but now it cost $15 to get a new iPhoto. I want to know what is going on and I hope you can fix it with out cost me anything!
