Transfer purchases from the old iPad into iTunes, sync and backup one last time. When activating the new iPad, you will be given the option to set up as new or restore from a backup - either iCloud or iTunes. You will select the iTunes backup. You will have to connect the iPad to iTunes, restore from the backup - and then sync with iTunes as well. The new iPad will be identical to the old iPad.

Just plug your iPad into iTunes. If the sync doesn't restore the backup, you can always control-click the iPad's icon on the left side of the iTunes display and select "Restore from Backup" in the dropdown.
Follow these steps to back up your previous device and then restore the backup to your newly purchased new iPad. Your saved messages, email accounts, photos, notes, and other personal settings will be transferred to your new iPad.
